The change to offshore computing is nowadays considered as an habitual practice between the United States and countries like India for example. American companies have appealed to offshore for 10 years. This kind of collaboration could succeed thanks to engineers' competence and to the mastering of their customers' language.

In France offshore computing remains a less developed practice. French companies using offshore computing are divided into two groups:

• Big multinational companies using English as business language, in particular banks and financial institutions. This has permitted these companies to follow the American model which provides them satisfaction. These firms will be able to benefit from the proximity of Tunisia to improve their process.
• Big small and medium companies which wanted to follow the American model and which realized that the language barrier is insurmountable.

We are strongly convinced that Tunisia represents an excellent opportunity for the French and European companies thanks to the following reasons:

• Tunisia is an open country and culturally close to France and Europe.
• Tunisia presents very interesting and competent computing resources from the French speaking areas. Many engineering schools specialized in computing and all the universities all over Tunisia, give a computing engineer diploma .
• Tunisia is at two hours and 15 minutes from Paris with 6 daily and regular flights at a very reasonable prices. A return ticket from Paris-Marseille or Paris-Nantes is sometimes more expensive than a return ticket Paris-Tunis.
• A net and telecom infrastucture of good quality which does not stop to improve. There is a real political link that will to give absolute priority to the High Tech sector in Tunisia. In this context the ADSL high speed internet access for instance is becoming popular.
